This wealth migration has infrastructure. The Golden Visa program went from issuing 47,150 visas in 2021 to 158,000 in 2023. That's more than tripling in two years.

The result shows up in transaction volume and value. Incoming HNWIs are projected to invest $4.4 billion in Dubai property in 2024, a 76% increase from the previous year. Prime residential capital values rose 6.8% in 2024, with transaction volumes up 47% year-over-year.
